How this is calculated
Per district, growth g = 0.006 × (90 − permit days) + (-0.004) × quota% + 0.006 × density%. If the condition is on, districts next to a road at v/c ≥ 0.95 keep 90 days.
Units after = units in pipeline × (1 + g). Permit days after = days × SLA / 90. Vacant land after = vacant × (1 − 0.5 × g).
Road v/c after = v/c before × demand ÷ capacity. Demand = 1 + 0.3 × average g of districts on the road − 0.0006 × (100 − parking%). Capacity = 1 + 0.06 if works are completed + 0.01 × junction% + min(0.1, 0.0004 × SAR m).
